SITE DEVELOPMENT, DRAINAGE & INFRASTRUCTURE DESIGN
Permit-ready civil design for commercial, industrial, and public-sector projects. We handle grading, stormwater, utilities, and site access, and we also stay with you from the first site visit through construction closeout.
OVERVIEW
Columbia Engineering Group (CEG) provides civil engineering services for commercial, industrial, institutional, and public-sector projects throughout Washington and Oregon. From site planning and grading to utility infrastructure and stormwater management, we deliver practical, permit-ready solutions that help projects move smoothly through review, approval, and construction.
More than engineering calculations, we provide coordinated support that helps owners, developers, architects, contractors, and public agencies reduce delays, minimize risk, and maximize the value of their sites.
PROJECT TYPES
Because every building is used and permitted differently, we tailor each site design to the project, from tenant improvements to military facilities.
WHAT WE DELIVER
CEG delivers civil engineering expertise in five core areas, so your project is covered from early site planning through construction closeout.
We plan and grade your site so you get the most usable area at the lowest earthwork cost.
Our drainage and water quality systems meet local and state requirements, so your plans are ready for agency review.
We design water, sewer, storm, and fire service systems. We also coordinate with every utility provider on your project.
We design roadway improvements, parking, ADA access, and safe circulation for vehicles and pedestrians.
We protect your site during construction. We also plan post-construction measures that support regulatory compliance.
ENGINEERING EXPERTISE
From site feasibility studies to permitting support, one CEG team covers every civil phase of your project, so nothing falls between consultants.
We help you understand what your site can support. Then we plan the grading and land development to match.
We design code-compliant drainage, utility, and stormwater systems that keep performing long after construction ends.
We guide your project through permitting and agency coordination. After that, we stay involved through construction with clear documentation.
OUR PROCESS
We follow a proven process that emphasizes coordination, clear communication, and practical engineering solutions, helping projects move efficiently from planning through construction.
First, we review site conditions, project goals, jurisdictional requirements, and constraints.
Next, we develop code-compliant plans coordinated with your architect and our structural, MEP, and fire protection engineers.
Then we prepare the permit package, coordinate with agencies, and respond quickly to review comments.
Finally, we stay on through construction with RFI responses, QA/QC review, and construction administration.
WHO WE SERVE
Civil engineering requirements vary from one stakeholder to another. We tailor our approach to support the needs of each project team.
We help developers maximize site potential while minimizing permitting delays and design conflicts.
Our civil engineers coordinate closely with architectural teams to align site infrastructure with project goals.
We provide documentation-focused engineering services designed for public-sector review and long-term infrastructure performance.
We deliver practical, buildable plans and responsive support that help reduce field issues and construction delays.
We provide honest feasibility evaluations and practical guidance for development opportunities, site constraints, and project planning.
FEATURED PROJECTS
Below are recent projects in Oregon and Washington. Each one also shows how we combine site development, stormwater, and utility design.
Portland, OR
We provided full civil design for a 30-unit, 3-story apartment complex on a 0.30-acre site. The scope included stormwater, utilities, right-of-way dedication, and ODOT coordination.
Washougal, WA
We delivered grading, retaining walls, and utility coordination for a three-lot residential short plat. We also handled permitting.
Aurora, OR
A 6.4-acre aviation facility at Aurora Airport, with CEG providing civil engineering for site grading, airfield access, pavement, stormwater, and utility coordination for two aircraft hangars.

FAQS
Straight answers to the questions we hear most.
Washington, Oregon, and Idaho. We are licensed in all three states, and we also work from our office in Vancouver, WA.
Yes, we handle hydrology studies, drainage modeling, detention systems, and water quality facilities, all designed to meet local and state requirements.
Yes, we prepare permit-ready documentation and coordinate with agencies. Then we respond to review comments until approval.
Yes, we serve government, military, educational, and other public-sector clients. Our documentation is also built for public review.
Yes. Recent projects in Portland and at Aurora Airport included ODOT coordination, and the Aurora project also required FAA compliance.
Yes. Recent work includes a 30-unit apartment complex in Portland and a three-lot subdivision in Washougal.
Before you buy or design. A site feasibility study finds grading, drainage, and utility constraints early, so they are still inexpensive to solve.
